Open a PDF in Word

Word 2013 and later open a PDF from File, Open and rebuild it as an editable document on your own machine; Microsoft calls the feature PDF Reflow. It keeps text, fonts it can find, lists, simple tables and pictures. It loses exact positions, turns complex layouts into text boxes and cannot read a scan. This guide shows the steps, what to expect, and when a different route is shorter.

How to open a PDF file in Word and edit it

  1. Open the PDF from inside Word

    Start Word, choose File, Open, and pick the PDF. Double-clicking the PDF in Finder or Explorer opens a PDF reader instead.

  2. Accept the conversion notice

    Word says it will convert the PDF to an editable document and that the result may not look like the original. Click OK. A long or image-heavy PDF takes up to a minute.

  3. Enable editing

    A PDF that came from a download or an email opens in Protected View with a yellow bar. Click Enable Editing before touching the text.

  4. Edit, then save as a new file

    Make the changes. File, Save As, choose Word Document to keep a .docx, or PDF to export the edited version. Word proposes the PDF name; change it so the original survives.

What Word does with a PDF

A PDF holds characters at coordinates, not paragraphs. When Word opens one, it groups lines into paragraphs by spacing and alignment, recognises repeated header and footer text, detects bullet glyphs and rebuilds lists, and turns ruled grids into tables. Pictures become inline or floating images. The result is a document Word can reflow, which is the aim: the text becomes editable even where the page no longer matches.

The conversion runs on your computer, and the PDF on disk is untouched until you overwrite it. This is the desktop app on Windows and Mac. Word for the web and the phone app can also convert, but they send the file to Microsoft's online service and say so.

What comes through and what does not

Body text, bold and italic runs, font names and sizes, single-column flow, page breaks, simple tables, inline images and hyperlinks come through in most documents. Headings are usually plain paragraphs in a larger font rather than Heading styles, so the Navigation pane is empty until you apply them.

Multi-column pages become a set of text boxes. Footnotes become ordinary paragraphs at the foot of the page. Form fields become their printed labels with the values gone. A scanned page becomes one picture and cannot be edited at all; that case is Convert a scanned PDF to Word with OCR. Digital signatures, bookmarks and attachments are dropped.

How to edit a PDF in Word without breaking it

Work on the text and leave the layout alone until the words are right. Click into a paragraph and type; Word reflows the rest. When a change lands in a text box, the box will not grow, so drag its bottom handle or cut the text into the main flow. Replace a picture by right-clicking it and choosing Change Picture, which keeps the size and position.

When you are done, export with File, Save As, PDF, or File, Export on a Mac. The new PDF is a fresh export from Word, so it has Word's fonts, Word's line breaks and no trace of the original producer's metadata.

When a different route is shorter

A single wrong date or a misspelt name in a PDF does not need a round trip through Word, and the round trip changes every line on the page. How to make a PDF doc editable in the browser

PDF to Word does the same job in this tab: it reads the text layer of a native-text PDF, rebuilds paragraphs, writes a .docx, then reads that .docx back and counts its text against the PDF before it offers the download. The PDF stays in the tab and no account is needed. The .docx opens in Word, LibreOffice, Pages or Google Docs, so the route works on a machine that has no Word at all.

The difference the tool adds is the count. Word converts and shows you the result; the tool converts and reports whether the words all arrived, so a dropped paragraph on page 30 is reported rather than discovered later. What it cannot do is read a scan: a scanned PDF reports zero text, the same limit Word has, with the difference that the tool says so instead of handing you pictures.

Older Word and other editors

Word 2010 and earlier cannot open a PDF; the file opens as a screen of symbols. Upgrade, use the browser tool above, use LibreOffice Writer, which opens PDFs through its Draw module as one text box per line, or use the Google Docs route in Convert a PDF to Google Docs. Pages on a Mac cannot open a PDF at all.

Which versions of Word can open a PDF?
Word 2013 and later on Windows, and Word for Mac in Microsoft 365. Word 2010 and earlier show the raw file bytes instead.
Why does the PDF look different after Word opens it?
Word rebuilds paragraphs and tables from character positions and reflows them. Columns, floating captions and unusual fonts move the most.
Does editing a PDF in Word change the original file?
Not until you save over it. Word opens a converted copy in memory. Save As with a new name keeps the PDF as it was.
Can Word open a scanned PDF?
