PDFescape describes itself as the original online free PDF editor and form filler, and form filling is the job it does better than anything else free. Typing into fields, ticking boxes, adding text boxes and annotating all work in a browser with no install.

Best for reading and marking up: Xodo

Xodo began as a reader and it is still strongest there, especially on a tablet: highlights, notes, ink and fast page navigation. Its free tier is strict, stating one free action a day and no access to premium online tools, checked 20 August 2026.

That makes it a good reader and a poor free utility. Billed yearly its web tier was 7.99 a month and its desktop tier 9.99 a month with a perpetual option. The Xodo comparison has the detail.

When free is the wrong answer

If you edit PDFs weekly, need certificate signing, or build forms other people fill in, buy a desktop editor and stop losing hours to browser limits. Acrobat is the reference at 19.99 US dollars a month on an annual commitment, and Foxit published 159.99 per user per year with a Windows perpetual option. Nitro published PDF Standard at 15 US dollars per user per month or 180 annually, and PDF-XChange Editor ships a free build where seventy percent of features are unrestricted. PDFelement prints no price in its page text at all.

A third path is to avoid editing the PDF at all. If you still have the source document, fix it there and export again. That produces a correct file rather than a patched one, and it is faster than any editor once you count the checking.
