Add pages to a PDF

A PDF has no insert command. Adding pages means putting two documents together and then moving the new pages to where they belong, which is two tools and about a minute. This guide covers that route, the case where the new page is a photograph, and what the operation costs you in bookmarks and document properties.

Why there is no insert button

Page content in a PDF sits in one document with one page tree. There is no way to slot a page from another file into the middle of it without building a new document, which is exactly what the tools here do.

So the operation splits in two. First join the documents, which puts the new pages at the end or the start. Then reorder, which moves them into place. Neither step re-renders anything, so the pages you started with are the pages you finish with.

Step one, join the documents

Open the merge tool, add the original PDF and the file holding the new pages, and set which comes first. If the new pages belong at the front or the back, you are already finished after this step.

The merge reads every source page first, then reopens the result and compares it page by page against those receipts. The page count, the exact text of each page and every page width and height have to match, or nothing is offered for download.

Step two, move them into place

Open the merged file in Organize pages. Every page appears as a thumbnail, so you drag the new pages to where they belong and press the button. You work by looking at the pages rather than by typing page numbers, which is what makes this fast.

The same checks run again on the way out. Page count, page text and page geometry are compared against the input, and the tool refuses rather than hands you a document with a page quietly missing.

If the new page is a photograph or a screenshot

It has to become a PDF page first. Images to PDF takes JPG and PNG and writes one page per image. Choose A4 or Letter as the page size so the new sheet matches the document you are inserting it into, rather than being the shape of your camera sensor.

Then merge and reorder as above. The same route covers adding a signed page back into a contract, which is the most common version of this job.

Adding a blank page

There is no blank page generator on this site, and this guide is not going to pretend otherwise. The workaround is to make one: a plain white image of the right proportions through Images to PDF gives you a page you can merge in.

A blank page is worth adding for a reason, usually because a document gets printed double sided and a section has to start on a right hand sheet. If nothing is being printed, an empty page is just a page somebody scrolls past.

What the operation costs

Bookmarks, interactive form fields, custom page labels and attachments do not survive a merge, because merging copies pages rather than the structures above them. The merge tool reads every source first and names which of your files carry any of those.

Document properties are cleared by both steps, so the finished file carries no title, author, producer or dates from any of its sources. That is usually welcome when the parts came from different people, and worth knowing if you were relying on them.

Check the joins

Open the result and look at the pages either side of each insertion rather than reading the whole document. One page in the wrong place is invisible to you and obvious to whoever reads it next.
