Word to PDF hyperlinks not working
Hyperlinks stop working after a Word to PDF conversion when the document went through a print driver instead of an exporter, or when the links were plain text that only looked like links. Export with Save As PDF or Create PDF/XPS, or convert the .docx in Word to PDF in this tab, and make sure each link is a real hyperlink field.
How to keep hyperlinks when converting Word to PDF

Confirm the links are real
Hover over a link in Word. A real hyperlink shows a tooltip with the address. Blue underlined text without a tooltip is formatting, and no converter can make it clickable.

Use an exporter, not a printer
Open the .docx in Word to PDF, or on Windows choose File, Export, Create PDF/XPS. On a Mac choose File, Save As, PDF, and pick Best for electronic distribution. Do not use Print.

Keep the electronic options on
In Word's Options, leave Document structure tags ticked. On Windows, leave ISO 19005-1 unticked unless you need PDF/A, which is fine with links but larger.

Why the print dialogue drops links
A printer receives ink instructions and nothing else. When Word prints to Microsoft Print to PDF or to the macOS PDF button, it describes the page as text and lines, and a hyperlink has no ink of its own. The blue underline survives because it is formatting. The address behind it does not, because the printer pipeline has nowhere to put it.
An exporter writes link annotations, which are rectangles with an address attached, into the PDF alongside the page content. Every PDF reader understands them. This is the whole difference, and it is why the fix is to change the route rather than the document. Word's exporter does this, and so does Word to PDF, which reads the hyperlink fields in the .docx in this browser tab and keeps them clickable in the PDF it draws. The document never leaves the tab, and the finished PDF is reopened and its text counted before the download appears.
Word to PDF links not working on a Mac
Word for Mac offers two flavours in the Save As PDF dialogue. Best for printing renders the document on the Mac and in older builds drops hyperlinks. Best for electronic distribution and accessibility keeps them, and the dialogue says it uses Microsoft's online service, so the document is sent to Microsoft to be converted.
That trade is worth knowing before you choose. For a confidential document, try Best for printing first and click a link in the result; recent builds keep them. Links that look like links
Word turns a typed address into a hyperlink only when AutoCorrect is on and you press space or return after it. Text pasted from another document, a mail merge field, or an address in a table cell that was typed before the option was turned on stays as text. It is blue and underlined because someone formatted it, and it has no address. No converter, in Word or in a browser, can invent the address, because the file does not hold one.
Select the text and press the insert hyperlink shortcut. Word fills the address from the text. For a document full of them, AutoFormat has an option to replace internet paths with hyperlinks across the whole document in one pass. Run it, then hover over three addresses to confirm the tooltip appears.
Cross-references and the table of contents
Entries in a table of contents and cross-references to headings are hyperlinks inside the document. Word's exporter keeps them when the table of contents was inserted as a field with the hyperlink option, which is the default. A table of contents typed by hand is text, and a PDF made from it cannot jump anywhere.
Bookmarks are separate. In Word, tick Create bookmarks using Headings in the export options and the PDF reader shows a navigation panel built from the heading styles. That works even for a document with no table of contents at all. The browser converter draws the pages and the text and does not write a bookmark tree, so a PDF that needs the sidebar outline comes from Word's own exporter.
How to keep hyperlinks with the browser converter
Drop the .docx on Word to PDF. The tool opens the package, reads each hyperlink relationship, lays the paragraph out, and draws the linked run with its address attached. A link the .docx stored as plain text is not a link there either, so the first step above still applies. A legacy .doc is refused at the first four bytes rather than half converted; save it as .docx in Word or LibreOffice first.

Check the PDF, not the Word file
Open the PDF, not the .docx, and move the cursor over a link. It should change to a hand. Click a web link and an email link, then click an entry in the table of contents. If the hand never appears, the annotations are missing and the file came through a print driver.
A PDF that was later edited can lose links too, if the tool rebuilt the pages. A compressor that rewrites only the image streams leaves the link annotations in place, and one that reopens its result before offering it can tell you what the pages still hold.
