Look in the camera settings for the option that controls scene or document detection and check it is on. If your version does not have it, that is a version difference rather than a fault, and the fallbacks below give the same result.

Light matters here too. The detection needs to see the edges of the sheet, so a white page on a white table often fails to register. Move the paper onto something darker and it usually appears at once.

The fallbacks

Hold the phone parallel to the page and fill the frame with the paper. Shoot every sheet in order without stopping to review. Wipe the camera lens first; a smudged lens softens every page the same way.

Samsung phones save photographs as JPG unless you have turned on the high efficiency format. JPG goes into Images to PDF. HEIC goes into HEIC to PDF.

Making one PDF from the pictures

Open Images to PDF, add every picture at once and drag the thumbnails into order. One image becomes one page, and nothing is resampled, so the photographs keep the pixels the camera gave them.
