Some PDF forms have real fields you can click. Others are a picture of a form with lines on it. The first kind fills in any free reader. The second needs text placed on top. Both need flattening before you send them, which is the step that stops the fields arriving empty.

Two kinds of form

Click where a value belongs. If a box highlights and a cursor appears, the document carries interactive form fields, and the reader is handling them. If nothing happens, you are looking at a printed layout with lines drawn on it.

Both are called PDF forms and they need different work. The interactive kind is a data structure sitting above the page. The flat kind is page content, no different from a paragraph or a photograph.

Filling a real form

Fill PDF form completes existing interactive text fields, checkboxes, radio groups and choice lists in this browser tab. The fields stay editable, and the output is reopened to check every answer and visible field appearance.

Check the boxes that look empty. Radio groups and checkboxes sometimes carry a value that no longer shows once a different reader draws them, which is one reason the receiving end reports missing answers.

Filling a flat form

There are no fields, so you place text over the page. Preview and Acrobat Reader both add a text box you can drag onto a line. Match the size to the printed text and keep the baseline on the rule, or the finished sheet looks obviously typed on.

Flatten before you send

Flattening draws the field values into the page and removes the fields. After that the answers are page content and nothing can empty them. Most readers offer it as printing to PDF, or as a save option worded around finalising the document.

Do it every time the form leaves your machine. It costs one step and it removes the entire class of problem where the recipient opens the file and sees a blank form.

Why the fields come back empty

Different readers disagree about how to store and display field values, and some phone viewers show a filled form but never write the values back into the file. The sender sees answers on screen, the receiver gets blanks.

Email previews are the other cause. A mail client rendering an attachment often ignores the field layer entirely. Flattening solves both, because after it there is no field layer left to ignore.
