# Convert a PDF to Google Docs

Google Drive converts a PDF to a Google Doc with Open with, Google Docs. The conversion runs on Google's servers, reads scans with OCR, keeps text and basic formatting, drops most layout, and a long or heavy PDF returns only its first pages. This guide shows the steps, the .docx route through PDF to Word that keeps more layout, and the way back to a PDF.

## Steps

1. **Upload the PDF to Drive.** Open drive.google.com, choose New, File upload, and pick the PDF. Or drag it into the Drive window. The file reaches Google at this point.
2. **Open it with Google Docs.** Right-click the PDF in Drive, choose Open with, then Google Docs. Drive converts it, with OCR if the pages are images, and opens a new Doc with the same name beside the PDF.
3. **Check the first and last pages.** Confirm the last page arrived. Look for merged columns, missing images and headings that came through as plain paragraphs, and apply Heading styles from the toolbar.
4. **Keep both files.** The PDF and the Doc now sit side by side in Drive. Rename the Doc if you like. Download it as Word with File, Download, Microsoft Word when a .docx is needed.

## What Drive does with the PDF

Open with Google Docs sends the PDF through Google's converter. Pages with a text layer are read directly; pages that are images are run through OCR, which is why a scanned letter comes back as editable text where Word would return pictures. Paragraphs, bold and italic runs, and simple lists come through. Columns merge into one flow, tables sometimes survive and sometimes flatten into lines, images are often dropped, and headers and footers appear as ordinary paragraphs.

The output is a new Doc; the PDF is untouched. Everything runs on Google's servers, so the document has left your machine, which is the trade for the OCR. For a PDF you would not email, use the PDF to Word route below, which keeps the PDF in your browser tab.

## PDF to Google Docs: the failure cases

A long PDF, or one heavy with images, fails with a generic error or returns a Doc that stops after the first pages with no warning. Check the last page every time. A PDF whose text is a single large image per page depends on OCR, which reads clean 300 dpi scans well and faint, skewed or coloured pages badly, and misreads digits most. Password-protected PDFs do not convert until unlocked.

When the conversion fails or the layout matters, the .docx route is next: convert the PDF to Word and put that in Drive. Docs imports a .docx with headings, tables, images and columns far better than it reads a PDF. ## How to save a PDF to Google Docs with the layout kept

Convert the PDF to a Word document first. Upload the .docx to Drive and open it with Google Docs, or turn on Settings, Convert uploads in Drive so every .docx becomes a Doc on arrival. Tables, headings and images survive that import, and the only file that reaches Google is the document you chose to put in Drive, in the form you already read.

## Edit PDF in Google Doc form, then export

Once the text is a Doc it edits like any Doc: comments, suggestions, version history and sharing all apply. Apply Heading styles so the outline pane works and a table of contents can be inserted. Fix the merged columns by cutting the second column's text and pasting it where it belongs. Re-insert dropped images from the PDF with Insert, Image, after saving them out of the PDF.

The new PDF is a fresh document; the original PDF's signatures, metadata and form fields are not in it.

## Convert PDF to Google Doc on a phone

The Drive app on a phone previews a PDF and shares it but does not offer Open with Google Docs. Upload from the phone, then do the conversion from a desktop browser, or open drive.google.com in the phone browser with Request desktop site to reach the right-click menu through a long press. The Docs app then opens the converted Doc for editing on the phone.

PDF to Word runs in the phone browser too, so the .docx route works from a phone: convert in the tab, then upload the .docx from Downloads to Drive. For an image-only PDF on a phone, the Google Lens or Translate camera reads text from a page shown on another screen or on paper, and Copy to computer or Share gets it into a Doc, though one page at a time.

## When you want the PDF in the Doc, not as the Doc

Converting is the wrong tool when the aim is to show a PDF inside an existing document. Docs cannot embed a PDF; it can hold a link to the PDF in Drive, or page images of it. ### Does Google Docs convert a scanned PDF?

Yes. Drive runs OCR on image pages during Open with Google Docs, so a clean scan comes back as editable text. Faint or skewed scans come back with errors.

### Why did my Google Doc stop after a few pages?

The PDF was too long or too heavy for the converter, which returns a partial Doc without a warning. Convert to Word first and put the .docx in Drive instead.

### Does converting a PDF in Drive change the PDF?
